Forward progress begins where the ball is when he is first contacted by the defender. No one signaled Safety, the announcer is just incompetent. He also thought Snell was short of the 1st down or there'd be a measurement on a play where he went a yard and a half past the sitcks and the linesman was already signaling for the sticks to move.

I'll take your word for it, but the QB was actively trying to avoid the sack.

I am pretty sure the back judge signaled safety, probably properly because his responsibility would not be forward progress from his position.
