Tomlin beat Harbaugh twice this year.

Pickett is the worst starting QB in the league. Coached by the worst coach in the league but Harbaughs team could not beat them.

Why do you think that is the case? Because getting a first down with the clock moving was way worse than giving up the first down. So yes the penalty was precisely about the clock and therefore the penalty should be about the clock.
