So far i’d be okay with $25M/year maybe. Would rather have justin fields (or similar) at $~10M than wilson at $30m tho.

He's played quite well at times given the fact he's saddled with guys like Najee, Van, and C. Heyward (as well as a dinosaur approach to offense at times). I'd give him 25M and draft a QB high.

Trade up next year (whatever it takes) to draft the future FQB -- preferably Cam Ward.

This is more realistic. But even then a guy like Russell would probably still expect to be overpaid in that $40M+ range. $40M for QB's is basically the new $25M.
The better question is what can Tomlin do with a $40M+ QB? We've seen what he does with a HOF QB in his prime making a similar % of the cap. He can't have the highest paid defense, then, and he relies on that.
Give Fields an incentive-laden contract. Maybe 2 years paying him $20M per if he starts the majority of games.
Before we talk numbers, you'd have to place him in the correct tier.

I’m still hesitant with offering something substantial for an advanced aged QB.
Hate to pin myself in a financial bind if/when Russ descends to being forced to hang ‘em up. [father time]
For me, how is Fields going to fit into the future plans at QB and whether he will be a viable candidate for resigning.
I have to believe the next few drafts also has some influence on whether one or the other candidates are considered financially feasible.

Throw out the Mahomes number, b/c his ultra-long contract makes the average deceptive. They'll do a restructure or extension soon, because his cap hit the next three seasons will be in line with his status, about $67M/per.
Carr & Daniel Jones are both overpaid, but this happens once or twice every year when teams lose the musical chairs, get desperate to not rebuild, and aren't in a position to draft a guy. Hell, look at that Dak Prescott contract.

Maybe just above that slot is your Justin Fields 2025 number, if he's signed as a starter somewhere.

Not getting anyone in your top 15. Below the top 15, I’d take Wilson over all of them. Using your math and the market having the Steelers FO over a barrel, it looks like he will land another $45 million contract. The Steelers already got the QB friendly deal this year.
Watson will probably be next year’s Russ Wilson. That would be an option potentially with the happy endings far enough in the rear view.

You can’t look at these salaries in a vacuum. I don’t see too many teams that both need a QB and would want to hitch to one of his age. I think he gets similar to the Baker Mayfield contract.. 3 year contract in the $30-35 million per year range.

I have no doubt Mike Tomlin knows a metric shit ton, more than I do, about football.

Darnold is interesting, but Vikings might keep him for another year to see what they have with him.
Maybe the Steelers will pick up Zach Wilson to add to their collection of former first round busts.
I probably wouldn't pay more than $35 million/ year for Russ, as he's too close to the end. Maybe he would agree to a Tom Brady-esque team friendly deal so the Steelers can stock up and make a Super Bowl run next year. That's Russ' one shot at the Hall, so he might take it.
I wouldn't give Fields more than high-end back-up money.

I was hopeful having a capable, professional qb coupled with an NFL caliber OC would lead to a playoff win or two.
