While I don't believe the games are fixed there are some weekends Vegas gets crushed. Granted that doesn't happen too often. Lots of games do not have a roughly even amount on each side. In a perfect world if you're a sports book (or a bookie) you'd want identical - or nearly identical bets on each side to guarantee victory for yourself but it doesn't always work that way.
