The worst is they throw it during action in end zone They did it to Pickens last week and they did it to tyreek hill last year on Saturday night. Last year they got warned it would be 15 yard penalty. This year they should get no warning and had penalty during Steelers game.

They need to go after some of the offenders with a lifetime ban and a lifetime ban for whoever owns the seat as well as revoking their seat

In the semi professional flag football league I played in, that was the penalty for OPI: Loss of down. You also received a loss of down if you flag guarded.
