It was a forward pass. The ball wasn't handed from one player to another... it was a two-hand underhand shove pass. You see those all the time just over a longer distance whether it's to a RB cutting towards the LOS or a shovel pass to a player laterally. if it goes backwards and missed, it's a fumble (as we saw in a game earlier, loss of 12 yards) but if it is parallel or forward, it's just incomplete.
