Tomlin’s problem is he is too rigid on what timeouts are.
They are nothing more than clock stoppages in those moments. Sure the timeout is simpler, but you can have flowcharts for 1 timeout and no timeouts.
Who cares if you call a timeout or clock the ball? If you throw the ball for twenty yards you just immediately call the timeout and rely on clocking the ball for your FG kicker. Remove the timeout in the flow chart and redo all your time calculations for a clocking. This is all done on an excel spreadsheet and you print it out for various time scenarios.
