Answer to my own question:

It is when the first body part touches the ground that forward progress is marked where the ball is; either backside qb slide or the qB dive. That is how the QB can do a QB sneak or dive over the pile!

Also, those rules apply when the QB is voluntarily giving himself up. That's not the case on a goal line dive.

I didn't realize TO's carried over. You could save up and have like an extra 15 to start the season.
