I’m thinking Los Angeles called the timeout because they had to pretend they wanted to get the ball back to not make it look too obvious.
Then once the Raiders got into FG range on the next play they had to try for it to look good.

My though was the coach was telling them to let the runner get the first down in hopes that the Raiders would then just run the clock out. A 4th down with time on the clock means they had to attempt a FG. Chargers played for a tie.
