You call it after that botched snap. Everyone has to rush to get back to the LOs and you are probably going to burn 20 seconds and the next play when you can’t burn that play. There is enough time to get in field goal position. Just terrible coaching by Tomlin.

Needed to take the last TO before the 4th down play instead of rushing things. If Fields did realize it , Tomlin should have called it from the sidelines.
