Don't believe there will be any restrictions. Just looking through trades made last season - Rasul Douglas was traded to Buffalo on 10/31 (a Tuesday) and he played for the Bills in Sunday's game.

The Stroud (and/or Mayfield) vs Watson comparison is easy enough, but Houston also got Will Anderson and Tank Dell (among others) as a direct result of those picks.
